# Buying a new-build property in Cyprus: questions before reservation and contract

Understand developer documents, specifications, delivery terms, title route and inspections. Keep a new-build purchase organised without assuming a digital dashboard removes risk.

[PROPERLY EDITORIAL](https://properly.cy/editorial-policy) / REVIEWED 22 OCTOBER 2026
General preparation guidance. Future 2027 requirements must be checked before commitment.

**THE ANSWER UP FRONT**

A new-build buyer should establish the seller’s authority, the land and development position, the agreed specification, payment conditions, delivery obligations and the route to the intended ownership. Your independent lawyer must define the legal checks, and technical professionals may be needed. A new building is not automatically a simple transaction.

## Separate the presentation from the agreement

Brochures, renders and show homes help you understand the proposal, but ask which specification and plans form part of the contract. Record the unit, areas, parking, storage, finishes and facilities you expect. If the seller proposes substitutions or variations, have the mechanism explained before relying on the marketing presentation.

A shared case can hold the relevant versions and questions. It should not imply that an uploaded render is an approved plan or that a tick beside a task means the specification has been legally accepted. Identify the document that the parties will actually sign.

## Investigate the land, permissions and title route

Ask your lawyer what documents establish ownership, authority to sell and the registered position affecting the development. Building and planning information, available titles and existing burdens require proper review. Do not assume that a developer’s commercial reputation answers those legal questions.

The DLS buyer guidance explains different routes, including transactions where a separate title is not immediately transferred. Ask which applies and what outstanding events are needed. If the property involves significant development-related work, confirm the professional scope rather than assuming it is a standard resale assignment.

## Understand stage payments and delivery conditions

Have your lawyer explain what makes each payment due, what evidence is required and what happens if work or delivery is delayed. A payment schedule should be read alongside the construction and contractual obligations it is intended to support.

Ask who verifies a construction stage or delivery condition. Technical confirmation and legal advice are different services. The platform can organise the request and response, but it cannot certify construction progress, guarantee completion or decide whether a disputed payment should be released.

## Plan inspection, defects and handover

Ask what inspection opportunity exists before handover and how defects are recorded and addressed. A list of visible issues should identify the item, evidence, response and agreed next action. Do not treat the key handover as proof that all technical or legal obligations have been met.

Confirm which manuals, certificates, warranties, access devices and other documents should be supplied. Where common facilities are involved, ask about their intended completion and management arrangements. Your independent professionals should advise on the significance of anything still outstanding.

## Keep the new-build cost assumptions separate

Ask for a written breakdown of the purchase price, applicable tax treatment, professional work, finance and official charges. Do not reuse the budget for a resale without checking the differences. Any reduced tax treatment or exemption depends on the actual facts and current rules.

The Properly digital sale package is €3,995 including VAT for an agreed scope, paid at the start. A developer purchase may need specialist work beyond that scope. Describe the project and intended assignment before treating the advertised service price as a quote for every possible issue.

## A digital process should improve the questions, not hide them

Use one brief, a clear document list and named actions to reduce repeated practical messages. Record what has been supplied, what has been reviewed and what remains open. These are different statuses and should not be merged into a reassuring but ambiguous “done”.

Identify your own legal representation. A developer’s lawyer or another party’s lawyer is not automatically your independent adviser. If you are looking for broader relocation assistance, explore the separate support described at [Relocated.cy](https://www.relocated.cy/), while keeping property permission and immigration questions distinct.

## Your preparation checklist

- Identify the contractual unit and specification.
- Have land, permissions, burdens and ownership route checked.
- Understand stage-payment and delay conditions.
- Arrange the appropriate technical inspection and defects process.
- Confirm independent representation and the actual professional scope.

## Questions about your next move.

Does a new building automatically have a simple title position?

No. Ask your independent lawyer about the land, permissions, registered burdens and route to the ownership being promised.

Can Properly certify a construction stage or snagging inspection?

No. Technical confirmation requires the appropriate qualified professional. The platform can organise a request, document and next action.

### Give your property move a proper place to move forward.

Bring the property you have found into a private case room. Coordinate with the other party and the independently appointed lawyer.
